Why Riyadh is different
Saudi real estate is regulated by REGA (Real Estate General Authority), which runs Ejar — the mandatory electronic platform for documenting lease contracts, now covering well over 10 million registered contracts since launch, with payment via Mada and SADAD and a direct connection to the Ministry of Justice for contract approval. REGA also oversees the Real Estate Brokerage System and Fal licensing, advertising approval, and (for off-plan sales) the Wafi system. None of this maps onto Dubai's DLD/RERA escrow and broker-licensing rules.
