Why Riyadh is different
Saudi hotels and tourist accommodation are classified by the Ministry of Tourism, with every licensed facility required to connect to the National Tourism Monitoring Platform under a December 2022 ministerial decision, and classification certificates due within 180 days of licensing. Accommodation splits into six defined categories — hotels, furnished apartments, camps, cabin hotels, guesthouses, and holiday homes — a different taxonomy from any UAE emirate's star-rating system. Riyadh's hotel market is also dominated by business and MICE travel rather than leisure, which pushes PMS requirements toward corporate billing, long-stay rates, and conference-space management more than a typical UAE resort build.
