What Al Sa'fat is
Al Sa'fat is the green building rating system run by Dubai Municipality. It sets requirements for new buildings across energy, water, materials, waste, and indoor environment, and ties them into the permit process.
Buildings are rated in tiers, so the same project can be designed to meet the minimum or aim higher.
The four tiers
Each tier adds requirements on top of the one below.

Where projects lose time
The engineering is rarely the problem. Delays come from evidence: calculations, product data sheets, commissioning records, and site photos that must be submitted at the right stage and match the design.
On a large project, that is thousands of documents across consultants and contractors.
