WhatsApp API Bills After 1 October: How UAE Clinics and Restaurants Should Cut Service Messages

Service replies on WhatsApp are no longer free in the UAE. After the first 1,000 per number each month, Meta bills about USD 0.0157 per delivered message. Here is how clinics and restaurants keep the bill down without going silent.

WhatsApp API Bills After 1 October: How UAE Clinics and Restaurants Should Cut Service Messages

From 1 October 2026, a reply your team or your bot sends on the WhatsApp Business API is a service message. In the UAE, Meta's rate is USD 0.0157 per delivered message after the first 1,000 service messages per phone number each month. Unused allowance does not roll over. Incoming customer messages stay free. Marketing templates are a separate, higher rate.

The pricing post covers the rate card. This one is the operating question clinics and restaurants are asking in week one: the inbox did not get smaller, and the line item is new.

What a normal month now costs

Rates follow the customer's country, not the restaurant's trade licence. A Dubai clinic replying to a UAE mobile pays the UAE service rate. The same thread to an Indian number pays India's rate.

  • 2,000 UAE service replies on one number: 1,000 free, 1,000 x 0.0157 = USD 15.70 before VAT and any BSP fee.
  • 8,000 UAE service replies: 7,000 x 0.0157 = USD 109.90.
  • A second number does not share the allowance. Two quiet numbers can waste two free thousands while the busy number pays.

That is not a reason to abandon WhatsApp. It is a reason to stop sending three bubbles where one would do. Meta bills delivered messages, not conversations. A bot that says hello, then asks a question, then sends a menu link, is three charges once you are past the free thousand.

Clinic pattern: one reply, then a human

A clinic inbox is mostly appointments, reports, and is the doctor in. The expensive failure mode is a bot that keeps chatting after it should have booked or handed off.

  1. One substantive first reply: what you can book, what you cannot discuss on WhatsApp, and the next step.
  2. Do not send clinical detail, lab values, or insurance decisions in the thread. Route those. You cut messages and you cut risk.
  3. Reminders are utility or marketing templates, not free service chat. Put them on a schedule you can count, not on an agent that checks in.

If the front desk used to send five short messages per booking, merge them. The patient still gets the time, the branch, and the preparation note. You pay once.

Restaurant pattern: menu link, not a transcript

Cloud kitchens and cafes lose money in two places after 1 October: order-status spam, and bots that restate the full menu in chat.

  • Send the menu and the order link once. Do not paste the menu as ten messages.
  • Status updates such as ready for pickup are justified. Just checking you received our last message is not.
  • Marketing blasts stay on the marketing rate. Do not disguise a promo as a service reply. Meta classifies by content, and a rejected template does not make the promo free.

Controls that actually move the invoice

  1. Count delivered service messages per number, not conversations. Your BSP dashboard is the source. If it still shows the old conversation metric only, export message-level logs.
  2. Cap bot turns. Two automated messages, then a human or a stop. Edge cases are where bills and complaints both grow.
  3. Put high-volume lines on the number that will use the 1,000 free. Do not spread one brand across five numbers unless operations require it.
  4. Kill the acknowledgement that adds no fact. Thanks, we received your message is now a paid message if you are over the allowance, and it does not book the table.
  5. Separate support from campaigns. A shared inbox that also fires promotions will mix a USD 0.0157 problem with a much larger marketing-rate problem.

What not to do

Do not move the inbox back to the WhatsApp Business app to dodge API fees if more than one person must reply, or if you need a record. You will lose assignment, and you will still miss the lead. Do not turn the agent off entirely. Silence costs the booking. The cut is duplicate bubbles, not the first useful answer.

If you want the allowance, the handoff rules, and the CRM on one number, that is a configuration job on top of the Business API, not a new rate negotiation with Meta. Meta's card is the card.
