24 Days Left: UAE E-Invoicing Penalty Is AED 5,000 a Month, Not a Warning

Firms at AED 50 million and above have until 30 October 2026 to appoint an Accredited Service Provider. Cabinet Decision 106 of 2025 sets AED 5,000 for each month of delay. The January 2027 go-live has not moved.

24 Days Left: UAE E-Invoicing Penalty Is AED 5,000 a Month, Not a Warning

Finance Middle East reported on 5 October 2026 that many UAE firms above AED 50 million in annual revenue still have not appointed an Accredited Service Provider. The appointment deadline is 30 October 2026. Mandatory exchange and reporting for that group starts on 1 January 2027. The Ministry of Finance already moved the appointment date once, from 31 July to 30 October, under Ministerial Decision No. 66 of 2026. Tax advisers quoted this week are treating 30 October as the working date, not as a preview of another extension.

The cost of missing it is specific. Cabinet Decision No. 106 of 2025, published by the Ministry of Finance, sets an administrative penalty of AED 5,000 for each month, or part of a month, if the issuer fails to implement the Electronic Invoicing System, including failure to appoint an ASP within the timeline the Minister sets. A separate row charges AED 100 per electronic invoice or credit note that is not issued and transmitted on time, capped at AED 5,000 per calendar month. A system-failure notice that is late is AED 1,000 per day. These are the published amounts. They are not a vendor estimate.

Who this date actually binds

Phase 1 is businesses with annual revenue above AED 50 million. Their ASP appointment date is 30 October 2026 and their go-live is 1 January 2027. Businesses below that threshold appoint by 31 March 2027 and go live on 1 July 2027. Government entities appoint by 31 March 2027 and go live on 1 October 2027. Voluntary exchange is already open. The pilot started on 1 July 2026.

If you are under AED 50 million, do not spend this week shopping for a full ERP replacement because of a headline written for the larger group. Do spend it on the same data defects, because the penalty table does not care that your date is later. Missing TRNs, free-text item lines, and credit notes raised outside the system will still be your problem in 2027.

What AED 5,000 a month does and does not buy you

AED 5,000 a month is smaller than a botched ERP cutover. It is also the wrong comparison. The appointment penalty is the cheap line. The operational line is AED 100 per invoice that does not travel through the system, up to AED 5,000 a month, on top of the VAT record you still have to defend. From January, a Phase 1 issuer that has a name on an ASP contract but cannot emit a valid XML payload will discover the second row, not the first.

About 50 providers are accredited or in late accreditation, according to market notes this week. Supply is no longer the reason the July date moved. Waiting for a cheaper ASP in November is a bet against a published penalty, not against a queue.

The software work that still fits in 24 days

A new ERP will not land before 30 October. The work that will:

  1. Confirm revenue against the phase you are in. Use the figure the FTA will recognise, not a management estimate.
  2. Appoint an ASP and complete EmaraTax onboarding. The Peppol participant ID comes through the ASP, not from your current accounting login.
  3. List the invoice fields your system cannot fill: buyer TRN, legal name, item classification, tax category, credit-note link to the original invoice. That list is the integration scope. The earlier note on ERP field mapping is the working checklist.
  4. Stop issuing the commercial invoice from a spreadsheet that never hits the ledger. The ASP cannot transmit a document your system does not hold.
  5. Name an owner for rejects. Transmission errors are a queue, not an IT ticket that waits for Sunday.

Solinify does not sell ASP accreditation. We connect the ERP, CRM, or custom order system you already run so the payload the ASP expects is complete. If the gap is master data and invoice fields, that is a software job with a date on it.

What to ignore

Ignore any note that still cites 31 July 2026 as the appointment date. Ministerial Decision No. 66 of 2026 moved it. Ignore any pitch that says penalties are not in force because go-live is January. The appointment failure is its own row, tied to the Minister's timeline. Ignore a proposal to replace SAP, Odoo, or a custom billing system before you have an ASP. Stabilise the feed. Replace the core later if you still want to.
